Anchor prices and an online price list, no manual work

From 17 November 2026, every price shown to consumers in Croatia must be accompanied by the price from 10 September, and websites must publish a .csv or .xml price list. We set up a system that does it by itself: it shows the anchor price, exports the price list under the required file name and keeps the archive.

until the rules apply

The obligation applies from 17 Nov 2026.

10 Sep 2026

Reference date

The price valid on that day becomes the anchor price.

17 Nov 2026

Rules apply

Anchor price next to every price and a .csv or .xml price list online.

2 May 2025

Six categories from 2025

Food, drinks, cosmetics, cleaning products, toiletries and household products keep the earlier reference date.

what the rules require

Four obligations, one system

The obligation covers everyone selling goods or services to consumers in Croatia, regardless of legal form: companies, sole traders, associations and institutions. Business-to-business sales are not covered.
1

Record of 10 September prices

A dated and signed record of prices on the reference date. For items on sale that day, the regular price applies. Nothing else is possible without it.

2

Anchor price next to every price

Clear, equally legible and always dated: on the product page, in listings, the cart, the price list and in every ad that states a price.

3

Price list as .csv or .xml

At a permanent public address, with the required file name, reachable by automated tools without login or bot protection. PDFs and images do not qualify.

4

Updates and archive

Service providers update on every price change, retailers once a day, by 8:00 at the latest. Previous versions stay available for 30 days.

what you get

A system that does it by itself

You manage anchor prices in one place, and the website display, the file and the archive are produced automatically. For nopCommerce stores we have a ready plugin; for other websites we connect the export and the public page to your data.

Price lists per department

Separate price lists with their own items, codes and units of measure. Editing rights are assigned by role.

Excel import and export

Export the price list, change prices or add rows and import it back. Rows are matched by hidden Id and code, and an empty cell never deletes an existing anchor price.

Automatic file export

A task runs every 10 minutes and creates a new file when something has changed or when there is no file for the day yet. The name follows the required format.

Public price-list page

A /sidrene-cijene page with an explanation, the current file, a permanent link and a list of versions from the last 30 days.

Shown next to every price

Dated anchor price in product listings and on the product page, in the position you choose.

Change log and linking

Every change of an anchor price is logged. An item can be linked to a store product so the product price becomes the item price.

in practice

Already running at a public health institute

Teaching Institute of Public Health of Osijek-Baranja County

The Institute chose the safest approach: every service price for citizens shows the anchor price on 10 Sep 2026, and its website publishes a machine-readable CSV price list every day, with a permanent link and an archive of previous versions. Staff manage the price lists of four departments, and the system handles the export and the archive by itself.

how we work

From review to go-live

  1. 1

    Review

We go through your prices, sales channels and website and determine what is covered and what is not.

  2. 2

    Anchor prices

From your 10 September records, POS or webshop exports and invoice archive we build the price list with anchor prices.

  3. 3

    Setup

We install the plugin or connect the export to your system, import the price list and configure the display.

  4. 4

    Publish and verify

We publish the price-list page and verify the file downloads in a private window and with an automated tool.

common confusion

An anchor price is not Omnibus

Both prices end up on the same product page but come from different rules. The struck-through price next to a sale price must be the lowest of the last 30 days, while the anchor price goes on its own line.

inspections and fines

Each product is a separate offence

Inspections are carried out by the market inspectorate of the State Inspectorate. Failing to show the anchor price, showing it illegibly, omitting it from advertising and failing to publish or update the price list are explicitly listed as offences, and any gain is confiscated.

questions

What we are asked most

Does this apply to us?

If you sell goods or services to consumers in Croatia and display prices publicly, it does. Legal form and size do not matter. B2B-only sales are not covered, nor are goods and services whose price is set by a special regulation.

Does it apply to public institutions?

If an institution charges consumers directly under its own price list, we recommend acting as if the obligation applies. Showing an anchor price that was not required carries no fine; failing to show a required one does.

We don't use nopCommerce. Can you help?

Yes. For nopCommerce we have a ready plugin; for other websites we connect the file export and the public price-list page to the data you already have, even if it is an Excel sheet.

What about a service introduced after 10 September?

Under the draft rulebook from October 2026, the anchor price is the price on the day of introduction. The rulebook is not final yet, so we track changes and adapt the system once they take effect.

Can we still change our prices?

Yes. The anchor price does not cap your price; it is information shown next to the new price.

Why is bot protection a problem?

The rules require that automated tools can fetch the file. A Cloudflare challenge, bot protection or a robots.txt block make the price list non-compliant even though it is published. We check this at go-live.
